A.

Consider a Proclamation of the Board of County Commissioners of Nassau County, Florida, Proclaiming May 2025 as Mental Health Awareness Month.

 

PRESENTATIONS – Time limit is fifteen (15) minutes

 

B.

Presentation of Certificate to Ms. Marjorie Camacho, Code Enforcement Officer with Nassau County’s Code Department and Ms. Robyn Mobley, Human Resources Specialist with Nassau County's Human Resources Department, recognizing them as Nassau County's Employees of the Quarter.

C.

Approve and authorize the Chairman to sign a Resolution which authorizes the Chairman to sign the Florida Department of Transportation Maintenance Agreement, Contract No. CM2302-A10, with FDOT for traffic signal and maintenance compensation.

 

D.

Approve and authorize the Chairman to sign the Grant of Easement from property owner Mitchell F. Allen IV over a portion of the property described in the Official Records Book 1734, Page 1675 and approve the Road Department to maintain the drainage easement.

 

E.

Approve and authorize the Chairman to sign Contract No. CM3913, with Inspire Placemaking Collective, Inc., for Professional Services for Evaluation and Appraisal (EAR) Amendments and Comprehensive Plan Updates in the amount of $1,198,128.

 

F.

Approve and authorize the Chairman to sign Work Authorization #05 to Contract No. CM3456, and associated Budget Transfer, with Halff Associates Inc., to develop Nassau County’s Resilient Florida Adaptation Plan under the Florida Department of Environmental Protection Resilient Florida Program grant, in the amount of $205,000.

 

G.

Approve and authorize the Chairman to sign Work Authorization #03 to Contract No. CM3481, with DRMP, Inc. to develop Nassau County’s Resilient Florida Adaptation Plan under the Florida Department of Environmental Protection (DEP) Resilient Florida Program grant, in the amount of $489,698.

 

H.

Approve and authorize the Chairman to sign a Resolution which authorizes the execution of Florida Department of Transportation, Supplemental Agreement #4, Contract No. CM2670, to the LAP agreement with the Florida Department of Transportation, extending the time to complete the road reconstruction on Henry Smith Road from CR 108 to US1 for a time extension to December 31, 2025.

 

I.

Approve Payment of the Project Invoice - Final Retainage to C.C. Borden Construction, Inc. in the amount of $71,678.73 for the construction completion of Courtroom 3C and Judicial Chambers Build out, Contract No CM3393.

 

J.

Consider the following: 1) Approve re-appointment of Mathew Meskimen (General Contractor) and Michael Hagel (Realtor) to the Construction Board of Adjustments and Appeals to a term effective June 1, 2025 to May 31, 2027; 2) Authorize staff to advertise to fill vacant positions (Engineering/Architecture and Fire-Related Occupations) on the Construction Board of Adjustments and Appeals.

 

K.

Sheriff’s Business: Approve and Authorize the Chairman to sign the U.S. Department of Justice (USDOJ) 2023 Edward Byrne Memorial Justice Assistance Grant (JAG) - Countywide Award Agreement through the Florida Department of Law Enforcement (FDLE) for the C-6N223 Drug Eradication & Special Response Team in the amount of $56,091 and associated Budget Resolution.

 

L.

Sheriff’s Business: Approval to submit electronically a Florida Department of Management Services 911 State Program Grant application in the amount of $392,877.55 for the Sheriff's Office 911 Communications Center’s Solacom hardware refresh, which includes 6 new consoles/workstations.

 

M.

Clerk of Courts: Accept into the record by the Board the various warrants/wires and disbursements.

N.

Approve and authorize the Chairman to execute the Traffic Control Jurisdiction Agreement between the Board of County Commissioners of Nassau County, Florida, Sheriff of Nassau County, Florida and River Glen Community Development District.

 

O.

Approve and authorize the Chairman to execute the Traffic Control Jurisdiction Agreement between the Board of County Commissioners of Nassau County, Florida, Sheriff of Nassau County, Florida and Three Rivers Community Development District.

 

P.

Consider a Resolution of the Board of County Commissioners of Nassau County, Florida Setting the Amount of Compensation of the Planning and Zoning Board Members; and Providing for an Effective Date.

 

Q.

Staff requests Board approval to increase the funding allocation for the Demolition/Rehabilitation project at 67286 Jacobs Rd, Yulee, FL (ITB NC25-007-ITB) to $210,744 prior to acceptance of bids. The lowest bid received exceeds the current SHIP award cap of $200,000; however, sufficient SHIP funds are available in the current program year to support the increase. Approval of this request will allow the project to move forward in a timely manner with the lowest responsive bidder.

 

R.

Consider the following: 1) Approve grant reimbursements for the LignoTech Economic Grant Agreement, Contract No. CM2327-A2, up to $206,594.50; or 2) Provide additional direction on the payment of grant reimbursements for the LignoTech Economic Grant Agreement submitted; a portion thereof, or none at all.

 

S.

Approve and authorize the Chair to sign a Resolution updating the Board of County Commissioners Financial Policies.
